ENVIRONMENTAL PLANNING

The National Environmental Policy Act (NEPA) requires an Environmental Impact Statement (EIS) or Environmental Assessment (EA) for federal projects. Also, many state and local governments have adopted a modified version of NEPA for projects under their jurisdiction.

Even before forming SEC, our principals were involved with NEPA since its passage in 1969. We understand the importance of thorough public involvement and complete and open disclosure of findings necessary to produce a document which is a consistent with the law, Council of Environmental Quality regulations, and agency-specific procedures. This philosophy has resulted in a record of producing NEPA-compliant documents which have been upheld even upon appeal. Environmental documents prepared at SEC address a full range of environmental and technical issues. Key elements considered in our environmental planning projects include:
  • Public Involvement
  • Issue Analysis
  • Alternatives development
  • Affected environment description
  • Environmental consequences analysis

The National Environmental Policy Act (NEPA):

The purposes of this Act are:

To declare a national policy which will encourage productive and enjoyable harmony between man and his environment.

To promote efforts which will prevent or eliminate damage to the environment and biosphere and stimulate the health and welfare of man;

To enrich the understanding of the ecological systems and natural resources important to the Nation; and

To establish a Council on Environmental Quality.
